Place tape measure under your arms around your back and across the centre of your chest.
Waist
Measure around the narrowest point basically just above your naval keeping the tape slightly loose.
Hips
Measure the widest part of your hip. Make sure you keep your feet together when measuring.

I bought this jacket on sale, more on a whim because I wanted a 'nicer' jacket that I could wear out. I went for a L and it's a wee bit too big. I probably could have tried the next size down. Another L Passenger jacket that I bought was a perfect fit. Aside from that the quality is great, the colour is nice, it's warm and seems waterproof (I havent tested it out yet). Delivery was quick and I have so far loved everything that I have purchased from Passenger. I don't think i'd hesitate to purcahse again.
